People on less than full time minimum wage should work more hours to pay their way. Those genuinely unable to work full time hours should be properly supported through the benefits system. A full time minimum wage should be sufficient to pay full council tax on a modest home.

Inability to work additional hours should introduce access to benefits or other income support. This support should be sufficient to enable people to pay their way. The proposal would be 'double assistance'.

If cases are rare, perhaps letting those rare cases backdate over 12 months wouldn't make much difference to overall costs.
